Germany: update LUCID by the deadline

The Verpackungsrecht-Durchführungsgesetz (VerpackDG) replaced the Verpackungsgesetz on . Registrations made under the old law have to be updated to the new requirements by (§ 68 VerpackDG). The Zentrale Stelle Verpackungsregister explains the steps on its website.

  • Register in LUCID before you sell packaged goods to customers in Germany. That includes shipping boxes and filling material, and there is no minimum quantity.
  • Take part in a dual system, a licensing scheme that collects and recycles the packaging.
  • Shops without an establishment in Germany appoint an authorised representative there.

EU: register in each country you ship to

The Packaging and Packaging Waste Regulation (EU) 2025/40 treats a shop that ships packaged goods directly to consumers in another EU country as the producer of that packaging there. That means registering in each of those countries. Until the new national registers are ready, the existing national schemes carry on.

The regulation also asks shops to appoint an authorised representative in each other EU country they sell to. The EU is negotiating a pause of this duty for small sellers, and the European Commission has asked countries to enforce it pragmatically in the meantime. We will update this guide when the outcome is clear.

From , shops also show the packaging sorting information online, next to the product.

Austria, France, Italy and the Netherlands

Each country has its own scheme, such as a collection and recovery system in Austria, the REP schemes and the unique identifier (IDU) in France, CONAI in Italy and Verpact in the Netherlands. The table above lists the rules we track, with their official sources. Thresholds and exemptions differ from country to country, so read the source for your situation.

How Shopproof helps

Registrations happen outside your shop, so no app can do them for you. The free rules checker lists the registrations for the countries you sell to, with official sources, and the free reminders tell you before each deadline. Shopproof Pro, coming after launch, adds alerts when a rule changes for your countries.
